CENTRAL ENGINEERING SERVICES EARNS OREGON COBID DBE CERTIFICATION

TUALATIN, Ore. — July 7, 2026 — Central Engineering Services announces that the firm has been certified as a Disadvantaged Business Enterprise (DBE) through the State of Oregon's Certification Office for Business Inclusion and Diversity (COBID). The certification became effective on June 23, 2026, and confirms that Central Engineering Services meets the federal eligibility requirements established under 49 CFR Parts 23 and 26 for participation in the U.S. Department of Transportation's DBE Program.

The certification expands Central's ability to support state and local government agencies, federal clients, and prime consultants throughout Oregon on publicly funded infrastructure and capital improvement projects. Central is certified under NAICS 541330 – Engineering Services and NAICS 541620 – Environmental Consulting Services, with professional service classifications that include Geotechnical Engineering and Environmental Consulting. Oregon COBID Certification No. 10282.

"Achieving Oregon COBID DBE certification represents another milestone in Central's continued growth and commitment to serving public-sector clients," said Stephen Eagar, PE, Executive Director and Founder of Central Engineering Services. "As our firm has grown, we've remained focused on investing in the certifications, expertise, and relationships that help our clients succeed. This certification strengthens our ability to partner with public agencies and prime consultants while continuing to deliver the geotechnical engineering and environmental services our clients expect."

The DBE certification complements Central's existing business certifications, including its SBA-certified Service-Disabled Veteran-Owned Small Business (SDVOSB) designation and Oregon COBID Veteran Business Enterprise (VBE) certification. Together, these certifications provide public agencies and teaming partners with additional opportunities to engage Central on projects with supplier diversity objectives.

The Oregon COBID DBE Program certifies eligible disadvantaged businesses for participation on federally assisted projects and maintains a directory of qualified firms for use by public agencies, prime consultants, and contractors. Many federally assisted infrastructure projects establish DBE participation goals, creating opportunities for certified firms to participate in project delivery.

As a locally owned Oregon firm with offices in Tualatin and Salem, Central Engineering Services provides geotechnical engineering, environmental consulting, and related A/E services for transportation, aviation, federal, municipal, utility, and infrastructure projects. The firm's experience includes highways, bridges, airports, public facilities, military installations, healthcare campuses, water and wastewater systems, and other public infrastructure throughout Oregon and across the United States.
