Project Summary

Central Engineering Services is providing geotechnical engineering services for Phase 1 of the seismic improvements program at the Roseburg VA Medical Center in Roseburg, Oregon. Managed by the U.S. Army Corps of Engineers, the project supports the modernization of campus infrastructure to meet current seismic performance standards while enhancing the long-term resiliency of this critical healthcare facility.

Working within an active medical campus, Central is performing detailed subsurface investigations, seismic hazard analyses, and engineering evaluations to support future facility improvements while minimizing disruption to ongoing hospital operations.

Scope of Work

Central Engineering Services is leading the geotechnical engineering effort for this multi-phase seismic improvement project, providing comprehensive subsurface investigations, laboratory testing, and advanced seismic analyses to support design and construction. Our team performed deep rotary borings, rock coring, in-situ testing, and site characterization to evaluate subsurface conditions and develop site-specific response spectra using the procedures outlined in Chapter 21 of ASCE 7-16. Central also developed foundation, excavation, grading, and earthwork recommendations, prepared geotechnical reports and UFGS specifications compliant with VA and USACE requirements, and continues to support the project through design coordination, QA/QC reviews, milestone submittals, and ongoing collaboration with HDR, USACE, and VA project stakeholders.

  • Developed UFGS-compliant geotechnical reports and technical specifications meeting VA and USACE design standards.

  • Coordinated field activities using phased mobilizations, low-noise drilling methods, and strict safety protocols to minimize impacts to hospital operations.

  • Continues to provide design support through weekly coordination meetings, quality assurance reviews, and phased design deliverables.

Results:
